
W. Scott Burnette
President/CEO
Scott Burnette began serving CMH as President and CEO in 1999. He has over 23 years of progressive experience in healthcare administration, hospital operations, managed care contracting, financial oversight, strategic planning, continuous quality improvement, federal and state legislative advocacy, and new venture development with recognized skills in physician relations, productivity enhancement, cost reduction, negotiation, and collaboration.
Mr. Burnette received his Business Administration Degree from Lynchburg College in Lynchburg, Virginia, graduating Cum Laude and receiving an Outstanding Management Major Award. He earned a Masters Degree in Healthcare Administration from the Medical College of Virginia in Richmond.
Mr. Burnette is a member of the Board of Directors of the Virginia Hospital and Healthcare Association (VHHA), the Virginia HOSPAC division of VHHA, the Virginia Board of Health, the American College of Healthcare Executives, a Fellow and member of Regent’s Advisory Council, an alternate Delegate to the American Hospital Association’s Small and Rural Hospital Regional Policy Board and a member of the Board of Directors for the Central Virginia Health Network
Edward Brandenburg
Vice President of Professional Services
Mr. Brandenburg joined the CMH family as Vice President of Operations in July, 1992. He has over 30 years experience in healthcare operations. Before becoming involved in healthcare administration in 1989, his career was focused in management engineering and quality and process improvement.
Mr. Brandenburg earned his Bachelor of Science in Health Systems from Georgia Tech and his Master of Business Administration from Lynchburg College. He is a Fellow in the American College of Healthcare Executives (FACHE) and also is certified as a Professional in Healthcare Risk Management (CPHRM).
Mr. Brandenburg also serves the community as Chairman of the South Central Workforce Investment Board. He represents the Healthcenter as a member of the Central Virginia Hospital Disaster Planning Taskforce, and the Mecklenburg County Public Schools Emergency Response, Crisis Management, and School Safety Advisory Committee.

Kenneth W. Libby, Jr.
Vice President of Finance
Kenneth W. Libby Jr., FHFMA, CPA began his career with Community Memorial Healthcenter in July 2001 as Controller. In 2009, he was promoted to Vice President of Finance and Chief Financial Officer.
He received his Bachelors of Science in Accounting from Virginia Tech. He is a Fellow in the Healthcare Financial Management Association (HFMA) and a licensed CPA in the State of Virginia.

Ursula Butts, BSN, MSHA, CNAA-BC, FACHE
Vice President of Patient Care Services
Ursula N. Butts, BSN, MSHA, CNAA-BC, FACHE, has been the Vice President of Patient Care Services at Community Memorial Healthcenter since July 2001. Ms. Butts received a Diploma in Nursing from Forsyth Memorial Hospital School of Nursing in 1970.
She received her Bachelor of Science Degree in Nursing from the Medical College of Virginia, Virginia Commonwealth University in 1994 and her Masters of Science in Health Administration from MCV VCU in 1997. Additionally, Ms. Butts completed an Executive Fellowship in Patient Safety at the Virginia Commonwealth University Medical College of Virginia Campus in 2003.
Prior to assuming her position as Vice President of Patient Care Services at Community Memorial Healthcenter, Ms. Butts held various clinical and administrative positions at the Healthcenter, including Infection Control Practitioner, Director of Home Health and Hospice and Assistant Vice President of Patient Care Services.
Ms. Butts is currently a board member as well as the Program Chair for the Virginia Organization of Nurse Executives, a member of the American Organization of Nurse Executives, a member of the Virginia Nurses Association and the American Nurses Association. Ms. Butts is a member of the board and serves as Secretary of the Virginians Improving Patient Care and Safety. Ms. Butts is a Fellow in the American College of Healthcare Executives.

Brenda T. Palmore
Assistant Vice President Practice Management & Physician Relations
Brenda Palmore was born at Community Memorial Healthcenter and raised in the area. She has a Bachelor of Science in Business Admin with a concentration in Management from Longwood and Master of Business Admin from Averett University.
Mrs. Palmore has been employed with CMH since 1999 and was promoted from Director of Medical Staff Services to Assistant Vice President in Feb 2009.
